What to collect

State-specific intake
Tier II delivery is local enough that state context matters.
EPCRA Tier II starts from federal hazardous-chemical inventory concepts, but the filing and delivery path can depend on state portal rules and local recipient requirements. The California page preserves that location signal at the top of the first filing check.
TRI Form R uses a different filing check: covered business activities, 10 or more full-time-equivalent employees, and listed-chemical manufacture, process, or otherwise-use activity. RegFile captures both paths for follow-up from one checker.
